Why age 65 lands on 70%

Lifetime Health Cover loading is 2% of your hospital premium for every year you are aged over 30 on the 1 July before you take out cover — not years since your 31st birthday. At age 65, that is 35 years over 30, giving 70% — the maximum loading anyone pays, reached at age 65.

Removing the loading

Hold 10 continuous years of hospital cover from age 65 and the loading is removed — it does not matter how high the loading was. You can still take up to 1,094 lifetime "permitted days without cover" (about 3 years) for insurer switches or short breaks without the loading increasing or the 10-year clock resetting.

Years over 30. Age 31 already carries a 2% loading — the 31st-birthday date only sets the deadline (LHC "base day") to join without any loading at all. Once you miss that day, the loading itself is calculated from age 30, not from 31.
